Will the XFX Core Edition R7-250A-CLF4 fit in and also run Minecraft a lot better then my IGPU?

My brothers birthday is coming up and i am buying him a GPU under $90 and so far the R7-250 is the best performance/price ratio from what i have found, what do you all think? It needs to be a low profile one, under 4 inches to be precise and it must not need its own power, it must draw its power form the PCI slot because i do not want to to buy a new PSU for him also. The main question is, will this GPU be any better they the IGPU mad in his CPU or is his CPU graphics better that the R7-250? Also is there a better GPU under $90 out there? Here is the one i found and like so far.

It's really hard to find a video card that is 4 inches or less, to be honest. May I ask what case are you trying to install it in?

EDIT: "Card Dimensions (L x H) 7.5" x 4.8"". Doesn't seem like it'll fit..

It comes with a slimline bracket that will fit. The case is a HP Pavilion Slimline 400.

220W with no cables to support a new GPU which is why i want the new GPU to just use the power form the motherboard PCI.

The XFX(and some other video cards) will use the power from the PCI-E, but the problem here is that it requires 400W minimum. I don't think it's safe to place in a video card without having to replace the power supply. Sorry.

Is there any PSU out there for a slimline PC?

There is. I don't have any experience with slimline PC's, though, so take a look at this topic and let me know what you came up with. You may have to measure your PC PSU space.

That card will work just fine without the 400w power supply. I know it will go against conventional thinking, but ignore that requirement. Graphics card companies often grossly inflate power supply requirements. XFX also did the same thing with the R9 290 power "requirements."

That's true. But 220W is a bit low, which is why I'm worried about him running it on that PSU.

Anyhow, if you're really, really tight with your budget, then you can buy it and try to run it. If you/your brother notice any issues, though, consider changing your PSU.
