Your PSU has the amps/watts for the card so technically speaking you should be ok.

However, HardwareSecrets (a well respected PSU testing website) had this to say:

The main problem with this power supply is voltage regulation. Starting at 560 W, voltages got outside their allowed range, what can make your computer behave erratically. We tested two samples, and both presented the same problem. Therefore, we can't recommend this unit.

So I'm not being doom and gloom, but if you find your system acting up at any point in the future, the first suspect should be that PSU. If you have it in the budget, I'd replace it personally.

i'm a bit tight in budget to buy a new psu so i was thinking on purchasing r9 280x vapor x over the r9 290, is this ok for maximum gaming performance? and can i max all games and future games with 280x? in 1920x1080 reso

An R9 280X is a powerful card, but it does dip below 60fps on the most demanding of today's games at Ultra 1920x1080. BF4 as an example.

But if you are ok to drop down to 'high' settings, then the 280X performs very well, no noticeable drops in FPS.

If you drop down to the R9 280X will that give you the budget to upgrade the PSU?

Your PSU should run stable, these are only IFs. You shouldn't get a lower video card because of fears that things might go wrong, that's just what I think. The R9 290 will definitely last a while longer than the R9 280X, so get that, you won't be disappointed at all. I actually have the Sapphire Tri-X R9 290 myself.

Anyhow, bottom line, you're 95 percent safe, but if things start to get tricky AFTER you get the card, consider getting a PSU. It won't be an emergency, though, so don't worry.

Have a good one, buddy.
