windows scaling on monitors of same resolution

so i have to screens of different size but the same exact resolution.
so you would expect an image that takes up one hole screen should take up the hole screen of the other one (so slightly bigger)
but instead it takes up twise as much space and thus can not fit on screen as if zoomed in.(so its far bigger even more so)
so if i have a window 51%+ onto small screen every thing works and shows up as it should on both screens.
but if its 51%+ onto the bigger screen the hole thing jumps up in size including the part on the small screen.

if i duplicate displays they both become the awful looking zoom in.
how do i fix this?

more info
if i run a 1:1 pixle maping thing it comes out gray black white gray black white
but this is odd as both the computer is saying its sending 1080p and the screen is saying its geting 1080p

note if the 1 to 1 pixle window is half in small moniter the half in the big one does display right

figured it out windows 8 comes with auto scaling for monitors enabled. for some reason it thoght this screen was smaller then the smaller one so streatched everything even bigger.
sad thing is new issue came up.
i can see 4 odd spots that must be screws or something in the screen putting pressure on it as they are discolors slightly. and theres radating rings of brightness from the bottom in an odd way.
kind of like when you put alot of pressur on the edge of an old calculator.
ill have to send it back for a new one....dam
