With this build am I able to overclock? I know that I need a CPU cooler but is everything else okay. Also, can you recommend a cheap but good CPU cooler.

I'm Sorry but U can't OC because of the chip of your mobo is not designed for OC you can get another mobo By Z87-H97-Z97 to overclock , and for more safety I recommend U to choose a Higher PSU (500-550W) .
and if U wanna to OC U've to take a Pro CPU cooler , and for a better performance in gaming take a higher GPU like GTX 750 - GTX 750ti - R7 265 - GTX 660

I'd get a bigger powers supply. If you're going to shop at Microcenter, get one of their motherboard bundle deals. The 4670K has sort of been put in the closet and forgotten about recently. The 4690K is where all the attention is going. I'd also stay away from ASRock motherboards. ASUS, Gigabyte, or MSI are my favs.
