Here is a list of the power supply rankings.http://www.tomshardware.com/answers/id-1804779/power-supply-unit-tier-list.html Probably anything from Tier 1-3 would be OK to get.

For the 7770 you would want to get a 450 watt power supply to give yourself some headroom so it's not running at close to full load all the time. 400 would be the minimum I suggest.
For those games you need to be fully in the upper range of your budget.

nVidia 750 Ti, very low power use for the speed.

The main issue is your power supply, it's not a good quality one. You probably want to stick with the 750 Ti for it's low power use and speed even though it's a bit over your budget (by 10-20%). If you upgraded the power supply to a good quality 450 w one you can look at the Radeon 7770 or R7 260x which are as fast as the 750 Ti but use more power and are cheaper. Of course if you upgrade the power supply you lose on the cost savings of just buying a 750 Ti. The upside is that you will have a much better quality power supply that should last longer and be stable.

But these cards are PCI express 3.0 my motherboard only supports PCI express 2.x. Is there any graphics which can run with my psu if not which psu do you recommend.

But this card needs more power. I only have 450W in total. Is there anything else below Rs 10k. How much more ram should I instal

Yes, that should run on your power supply. But it will be slower than the nVidia 750 or 750 Ti. You will need to play games at lower settings. PCIe slots and cards are backwards and forward compatible, with a few rare exceptions. Some older slots 1.0 and some 1.1 slots have issues with several brands of newer cards. A PCIe 2 slot will run a PCIe 3 card just fine.
