Northbridge fan without thermal paste??

I built my PC last year in December. I didn't had much knowledge back then. I just connected all things. Everything went fine. I have an aftermarket cooler. I knew you have to apply thermal paste so I did that. All went fine. Core temps are always fine. I'm using this system from past 8 months and never seen any issue. I was facing temp issues though during games. So I started looking into the matter and now my core temps doesn't go above 55C during gaming BUT CPUTIN (Socket temp) is always above 50C. And during games it goes to 68-69C. For AMD FX-8350 the limit is 72C I think.

Today I was checking how to reduce socket temp and I came to know that I didn't use any thermal paste on the northbridge cooler. Is that the reason of high socket temp?

Does the circled area need thermal paste before placing the fan above it?

Did you remove the original heatsink over the chipset and apply a new one or did you just mount a fan over the existing heatsink?
If you just put a fan on and didn't touch the original heatsink then you are fine. if you removed the original heatsink then yes you would need to wipe the area clean and reapply paste before re-seating the heasink.

From the picture though it looks like you just put a fan over the heatsink.
