USB Flas Drive Not Enough Power to Start

I have an USB 16GB Flash drive and when I insert it into my Laptop it say not enough power to start device??

Do you have USB 1.0 or 1.1? But, still, it should provide enough power. Have you tried other USB ports, and does other devices work on those USB ports?

I ran into this issue with a computer that had USB 2.0 and 3.0 but running XP. The Intel board had no drivers for XP so XP was using generic USB drivers for the ports to work. The keyboard, mouse, and printer which were all USB worked fine, but when I went to add a USB KVM switch XP was giving me the power error. So I tried putting a powered USB hub between the KVM and computer and still the same error. I ended up throwing in the towel and returning the KVM and powered USB hub. I was stuck since there where no drivers for XP and the programs installed on XP can't run on 7.
