So I'm building a new custom gaming pc, but I have not purchased a os. I have a old laptop I never use, with windows 7 home premium. Is it possible to transfer the license from the old laptop to my new computer, if so, how? Any help would be great

The only possible way is to go through MS and convince them. That OEM key was purchased by you from the Original Manufacturer...whoever sold you the laptop.
There is a reason why it was so inexpensive...it is licensed to that original device.

If you want/need a Win7 OS that can be freely transferred from PC to PC, you buy a retail license. Which would have increased the price of the laptop by $50-$100.

Nope.
For a retail version, you can if you want. Not needed.
For an OEM, it is licensed to that original motherboard. When you activate it...the motherboard info is sent to the MS home base along with that license key.

You can do whatever fancy command line doodads you want, but that will not change the activation server at MS.

"It came with Windows"
Yes you did buy windows with it. It was not free. Just not a specific line item on the bill.
And you can't transfer that OS to another PC. That is the licensing agreement you agreed to when you used that OS license.

You bought an OEM license, which is licensed to that laptop motherboard. If you wish to build a new PC...that PC needs its own OS license.
Either Windows (not free), or Linux (free).

Put the old laptop on craigslist for $100. If it actually works, someone will be along quickly to buy it. Use that $100 to buy a valid OS for the new desktop.
