Hi I just built a computer and it won't power on. So I took it all apart and just hooked up the CPU, RAM, graphics card and power supply to the motherboard and tried "shorting it" to turn it on by touching a metal screwdriver to the the power. Nothing happened again. Any help? Also if a part is broken how do I know which part is making the whole thing not work?

CPU Intel Core i3-4130 3.4GHz Dual-Core
Motherboard Asus H81I-PLUS Mini ITX LGA1150
Memory G.Skill Ripjaws X Series 4GB (2 x 2GB) DDR3-1600
Storage Samsung 840 EVO 120GB 2.5" SSD
Video Card Asus Radeon HD 5450 1GB
Case Cooler Master Elite 130 Mini ITX Tower Combo
Power Supply SeaSonic 660W ATX12V / EPS12V
Optical Drive Asus DRW-24B1ST/BLK/B/AS DVD/CD Writer Combo

Any help will be greatly appreciated. Thank you for looking at my post.

Solution
You are on the right path by simplifying and testing. Check your connections - also if you can - check your switch (use a multimeter if you have one.)

Remove the memory - and all peripherals including the video card - just the PSU - CPU/Fan and MB. Try to power on. If it fails - you isolated the issue to the CPU/Fan and/or MB (possibly the power switch if you cant test it.)

Ok - did the PSU come on when you hit the power button?

You could try the PSU with the paperclip trick - Google Paperclip Power Supply.

If your PSU doesn't power up - you found the issue.

(This is the first step.)

Okay I tried the paperclip trick and the PSU turned on. I also tried taking out and trying each RAM individually. Neither mad a difference. Then I tried starting it with out the graphics card. Still didn't work.
