A couple days ago, I accidentally hit the switch on my power strip, knocking out the power to my computer. After starting back up, I went to play a game on the computer, and the computer was stuttering. Each time it stuttered, there would be about a quarter-second in which the mouse wouldn't respond, the video would freeze, and the audio would turn into a loud buzz. This ranges in frequency from happening once a second to a couple times a minute.
I've found the following solutions elsewhere on the internet, and have tried them all with no success:
-Disable Windows Aero (I disabled Aero as soon as I got this computer, so that's not the issue)
-Monitor the temperature of the graphics card (it goes from 50C - 80C, but it seems to stutter just as much no matter what the temperature is).
-Update/reinstall the graphics card drivers (I uninstalled the drivers, and while the computer was running on the default/driverless setup, it was still stuttering, so I'm inclined to think it's not an issue with the graphics card).

OS: Windows 7 Home 64-bit
Monitor: Acer AL2223W
SSD: Samsung 840 EVO MZ-7TE250BW

Any suggestions that aren't "replace [component]" would be appreciated (mostly because that could quickly turn into "maybe it's the graphics card, replace that", $200 later it's not, "well then maybe it's the PSU, replace that", another $200, etc; to the point it would be cheaper to buy a new computer).
