[Problem] Computer stuck on manufacturer splash with the new GPU

I posted a while ago but since a lot happened since then and when I posted on the graphics forums I got no answers, so I will try posting here.

So I bought a PSU and GPU recently.

PSU:

EVGA 500 B 80 PLUS BRONZE Certified 500W Active PFC ATX12V v2.31/EPS 12V v2.91

GPU:

GIGABYTE GV-N660OC-3GD GeForce GTX 660 3GB 192-bit GDDR5 PCI Express 3.0 HDCP Ready WindForce 2X Video Card

I initially thought the power connection was the problem so I tried using different ways of connecting it but when I put in the old GPU with the new PSU, it works fine.

Then I tried putting the new GPU into my brother's gaming rig and it didn't work, so I brought the GPU in for an RMA. After getting a replacement from Newegg, I put it in my brother's computer again and this time it worked.

However, the same problem persists on my own computer.

Someone suggested that I try uninstalling the AMD drivers I have so I went into safe mode and used the Display Driver Uninstaller. Unfortunately, that didn't work.

I also tried going to the Gateway website and downloaded the latest BIOS for it (P3-A03) then flashed the BIOS. That also did not work.

Then I saw a similar thread where the helper suggested a RAM test. Tried that as well with no luck.



The current symptoms are:

The computer booting up, the GPU fans work properly, and then the boot gets stuck on the manufacturer's logo.

After a minute or so, the computer beeps and it goes into a second screen that has nothing but a blinking text underscore.

It is worth mentioning that this is a pre-built computer I bought from a store.

Operating system: Windows 7 Home Premium 64-bit
System Munufacturer/model: Gateway DX4860
Processor: Intel(R) Core(TM) i5-3450
Memory: 16384MB RAM
Monitor Resolution: 1920X1080 (32bit) (60Hz)
GPU (old): AMD Radeon HD 7350

try the new gpu in another computer

As I stated in the original post, I did try it in my brother's PC. It ran just fine and his computer automatically downloaded drivers after it booted up.
