Toshiba have drivers for their laptops on their website but they may not have any Windows 7 drivers for your particular model if it predates the launch of Windows 7 by several months or years. If that's the case, you can't run Windows 7 on it.
For European Toshiba models, go here: http://www.toshiba.eu/innovation/generic/SUPPORT_PORTAL/

If your model is not listed on the European site, go here and choose your correct region:
