You will either:

1. Upgrade from a current Windows 7 install
or
2. Use a current Windows 7 install to download the setup files and create an ISO, which you can then create a bootable DVD or USB.
You must do this from a Windows install of the same bit level as what you want to end up with...32bit or 64bit

So, just to confirm (i know this is a stupid question), if I went with option 2 i can then use that bootable DVD to install Windows 8 on a new PC meaning that I didn't have to have Windows 7 previously installed on that PC?

Correct.
Keep whatever email they give you, and keep whatever DVD you create (tape it on the inside of the PC case).
