PC audio skips stutters

My PC was rebuilt earlier this year and now I have an issue where the sounds will stutter and the mouse will freeze and jump a half second later. It happens a few times an hour. I ran malwarebytes and others and the problem persists.

My system information:

Windows 7 Home Premium
Gigabyte B85M-D3H Motherboard
8 GB RAM
64bit
Intel i5-4670K CPU @ 3.4GHz, quad core
GTX 770 GPU
Corsair CX 600 PSU
WD Blue 1 TB Desktop Hard Drive: 3.5 Inch, 7200 RPM, SATA 6 Gb/s, 64 MB Cache - WD10EZEX

Updated GPU and sound card drivers. Problem persists.

Western Digital 1TB. My PC sleeps but is rarely off. I doubt the disc is spinning when its asleep. Where can I find the details of these settings in Windows?
