One fan out on XFX HD R7950

Recently installed a new motherboard (ASUS Sabertooth 990FX R 2.0) and processor (AMD FX 8350 Black Edition) after my old board went out last Friday. During this process, I discovered that one fan (nearest the DVI/VGA ports) on my video card is not spinning. It spins for about a second on startup, then slows to a stop. I can spin it and the other fan freely with my finger, no resistance. I checked the power connections and even switched the cables around, so I know both cables from the PSU are fine.

I've had other GPU and case fans go out before, and in those cases the fans were very resistant and I couldn't manually spin them, like the motor had burnt up or the bearing had failed. Given that this fan spins freely, it makes me think that the problem lies in the circuitry of the fan or it's connection, or it is heatsink related. Long-time idle temp is 39C, streaming video online quickly runs up to 55C (probably higher, that's just the highest I let it get before closing the video). I tested 2 other systems, their idle temps were low-mid 30sC, streaming only raised it to around 40C. Is it safe for me to run a game in this situation? I really don't want to damage the card and have to drop $300+ for a new one.

I called XFX and had them mail me a new fan to put in. The guy on the phone assured me that installing it myself would not void the warranty (I've read otherwise) and that I could RMA the card if the new fan didn't fix the issue.

What do you guys think?

tl;dr: Its probably the fan. Install the free fan, it wont void your warranty and its faster than RMA'ing it.

It certainly sounds like a faulty fan issue, not a wiring or power issue on the card. The internal components sound like they are faulty, not entirely uncommon and much more common than a PCB having a fan voltage controller failure (not to mention, it would affect both fans since they are linked).

Our Warranty in North America allows for removal of the warranty void stickers and modification of the cooler, see website for details.

We have a 7900 fan modification/replacement guide that allows for replacement of the fans without needing to remove the entire shroud...

We have a 7900 fan modification/replacement guide that allows for replacement of the fans without needing to remove the entire shroud, just the 3 screws for the fans themselves. (5-10 minute repair).
