I would strongly suggest against buying that model because the CX and CS line of PSUs are made with low quality components. The EVGA SuperNOVA 750 B2 is a quality unit made by Super Flower and it will be enough for you, unless you will run Crossfire.

Yes you could probably use a 650 watt even.

AMD cards consume a lot of power and the 280X is no exception. On the Sapphire product page, it lists that a 750 watt PSU is required.

Whats your budget, and do you need OS, monitor, keyboard and mouse? List any components that you already have and are planning on using in the build. I'll give you a few build options for your budget.

750W is plenty. Manufacturers list a higher wattage than is really required in case someone throws in a low quality model of power supply. You would be completely fine with a quality 650W power supply like the Corsair RM650 http://www.amazon.com/gp/product/B00EB7UIRS which is an excellent PSU that will handle your setup with no problem.

Corsair HX, AX and TX are the most efficient PSUs by Corsair however they are expensive. My Corsair HX650 V2 80+ Gold Rated PSU cost me $160.
