New PSU now Windows won't Start

Hello,

I just purchased a new PSU not because mine was bad but because I got a new graphics card and needed a bigger power supply to run it. Now when I turn the computer on the Windows Screen starts to run and then it goes to BIOS and asks if I would like to start in safe mode because Windows wouldn't start. I try that and it doesn't work so it runs through a Diagnostic and it doesn't find anything wrong. I tried to run a restore but it came back with error 0x800ffff. Any idea what I could be doing wrong?

I'm sorry I'm a little slow in the computer speak and I'm about to take it to a computer repair but I wanted to see if there was something I could do first.

It could be a licensing thing. Microsoft might have assumed that you just copied the OS to a new computer.
