Desktop PC Endlessly Restarting

My PC, 10 minutes ago, said there was a driver problem or something and it had to restart in 1 minute. A minute later it shut down and rebooted in the middle of me browsing the Internet. Now whenever it boots up which only takes a few seconds, after the Windows logo goes away a Blue Screen displays with a sad face saying, "Your PC ran into a problem and needs to restart. We're just collecting some error info, and then we'll restart for you."

It has the error: DRIVER_VERIFIER_IOMANAGER_VIOLATION

Based on what I assume IO has something to do with the power so I think there's a problem with my computer not turning on or something properly. Any ideas on how to fix this? I have assessments due the day after tomorrow I need to do now!

Okay, sorry for the delay. Try booting your PC into safe mode:

Reboot the computer. Start tapping the F8 key as soon as your manufacturer’s logo appears. This will open the Windows Advanced Options Menu.
If you begin tapping the F8 key too soon, some computers display a "keyboard error" message. To resolve this, restart the computer and try again.
If you see the Windows logo, it means you did not start pressing the F8 button soon enough. You will need to reboot and try again.

If you get to the advanced options menu, select safe mode. If it boots into safe mode, you'll want to do a couple of things:
1. Back up any critical files to your HDD or external drive.
2. Run a complete virus scan.
3. Use the restore function to restore...
There are a large number of possible causes including incomplete application install or uninstall, deletion of a critical file, and Windows system file corruption. The easiest way to fix this is to go back to a saved Restore point. If that doesn't work, let us know.

I can't go back to a restore point as for some reason now my bluray drive won't recognise my Windows 8.1 disc. I've tried disabling my HDD and SSD and Fast Boot and it still ends up in error. When trying to read from the disc it doesn't do anything and says "Reboot and Select proper Boot device etc...and press a key" and it comes up with the same thing again. I've tried unplugging the SSD where it then assumes Windows is corrupted but I plug SSD back in and it still comes up with error and refuses to boot.

Then download the program below and run it and see what kind of results you get. If the program finds an offending driver, it will also give your instructions for dealing with it.

I've already done a clean reinstall of Windows 8. I managed to get my bluray drive to read the disc. I removed my HDD beforehand so I didn't lose all my 300GB of data I had on it. The stuff I had on my SSD which I've lost isn't an issue for me so yeah. Besides, because I have a UEFI BIOS with an SSD it'd have been impossible for me to enter Safe Mode. I've set up a backup point so in the event my PC screws up again I can just load up the backup. The only thing that is kinda annoying is I have to reinstall all the stuff I had before, though it's only a few GB so it's not too much of a headache for me. Thanks for the help :)
