can this pc run rome 2 total war

An I3 and a 650 won't play ultra or very high very well. I play this game quite a bit and I can't support ultra with my rig very often at good framerates. This game is very tough on both the CPU and gpu. Now that being said I would say high may be possible but I wouldn't be confident in that, especially for city battles which lag a lot.

Since I can't read the exact specs I can't tell exactly but the weaknesses are certainly the CPU and gpu, the ram is good and HDD doesn't matter although the game can take a bit to load at times

From What I saw , this game relies heavily on loading ability which screams SSD instead of HDD. Dont freak out on the prices cause most just get a 120GB or 250GB for their games and OS with an extra 500GB or 1 TB HDD for movies and games. An SSD can load maps and games 10x faster than any HDD. That said I would move up to the 700 ti series gpu with at least 8GB @ 1866 if nor 16GB to improve those heavy load times.

Hmm well that's a pretty old mobo with not many options man. 1600mhz Ram is all it would support. If you're a big expensive intel fan then there will be plenty to help out. I"m more of a bang for the buck kinda guy and I would upgrade more than couple parts to get that game to play on ultra. Mobo, Gpu, Ram..cpu is pushing it and intel is twice as much as AMD.

The ram is fine, I play pretty heavily modded and don't max out my ram, true speeds could be faster but you don't need more memory
