Skyrim bricky camera movement when looking in corners of dungeons and buildings.

My specs are as followed;
-Athlon II x4 750k
-Sapphire R9 270 2gb
-Corsair vengeance 2x4gb dual channel 8gb kit
-500w corsair bronze
-1TB WCD Hard drive
-Windows 7 Ultimate

Basically i had this for a while now and i just thought it wasn't a big thing as when i'm outside fighting dragons and stuff i'm still on 60fps smooth as silk on ultra. So when i go inside a dungeon i get a weird lag whenever i look down to pick up items that are in the corner of a dungeons room even on the lowest settings. Its like the camera is going up a staircase when i look diagonally. Its starting to be game breaking for me. I'm playing vanilla Skyrim with only Dawnguard and Dragonborn installed.

I tried the unofficial patches for all of these and still the cameras buggered up indoors, I have waited since 2011 to finally sit down and play this game properly since i had it on xbox 360 but the cameras really annoying me. I built this pc to play Skyrim.

I have tried the fps limiter on Skyrim nexus which is an anti camera lag mod. But the thing is its smooths it a lot, basically fixes it but i get terrible screen tearing as it recommends you force vysnc on with your Nvida card but the creator says he doesn't know if ATI Cards will work with forcing vsync in CCC for Skyrim and it doesn't work when i try.
