Not so much that you would notice it. If you want to overclock, then the chipset in the motherboard may make a difference, as well as some of the hardware that regulates voltage, etc.

It won't matter much. It definitely matters for overclocking (because of higher quality parts). Chipset also matters for overclocking. It can also have an effect on SSD performance I've found (and by extension on loading times in games). The SSD thing is mainly an AMD issue though.
