Xbox 360 Wireless Controller for Windows Won't Connect(win 8)

I recently purchased the official wireless xbox controller for windows, with the little receiver included and all. I can't get it to connect, the green light is on at the receiver (not blinking as if its not connected), but the controller will not designate a quadrant light to show its connected. it just keeps blinking.
In device manager I show "XBOX 360 Wireless Receiver for Windows", but no controller.

You will need to use a wireless dongle in order for it to connect to your PC

I did not have any issues getting mine to sync, but I found some info that might help here, I changed a couple lines to reflect Windows 8. You may need to uninstall the drivers and reinstall them too.

Right click on Computer
Go to Device Manager
Right click on the XBOX 360 Wireless Receiver for Windows
Go to Properties
Go to the Drive tab
Click on Update Driver…
Browse my computer for driver software
Let me pick from a list of device drivers on my computer
Microsoft Common Controller for Window Class
Xbox 360 Wireless Receiver for Windows Version: 2.1.0.1349 [8/13/2009]
Update Driver Warning
Click Yes
