Worse performance with the extender

My extender has 3 solid green lights accoding to the admin console the rate to the router is 39MB/s yet download speeds are slower than with the extender turned off

I assume your extender is connected to your router wirelessly? If so then using an extender will cut the throughput in half for any device that attaches to it wirelessly. This is because it has to take the time to repeat the data you transmit to it, to the router.
Extenders are generally only useful in places where you cannot get a usable signal from the main wireless router.
