CPU clock speed not accurate?

I recently built a new pc, using a fx 6350. However, when I go to properties under computer, it shows it as 2.81 Ghz, instead of 3.9 Ghz. My friend's computer, which uses a 8350, shows it as 4Ghz under properties.

I know my cpu is underclocking, but shouldn't properties show the max cpu clock speed?

I used cpuz when playing league of legends, but it stays rougly the same.

I'm using windows enterprise

Should I be worried?

Not necessarily, and it can be quite inaccurate. What OS are you using?

On my system, I have a Core i7 3930k, and Window 8.1 will frequently show it in task manager as running anywhere from 4.6GHz to 5.9GHz. It's horribly inaccurate. I haven't see it on an AMD system, so I can't say how inaccurate it can be. Microsoft can't seem to get the clock rate measurements right.
