(Imagine these squares randomly appearing in different places on the gate every few seconds.)

Me again.

Recently, I went on an unsuccessfull overclocking endeavor with my Radeon R9 290X (Reference). I slowly kept on bumping up the clock rate and the power limit to the card in CCC until, right after running FireStrike, I recieved a lovely BSOD reading out "Attempt To Reset Disply Driver Timed Out". I'm really paranoid about my hardware, so I immediately drew back the clock rates to stock settings, and now, I'm noticing very rare and hard-to-notice artifacts such as flickering black squares on gate textures and flickering holes in shadows. I don't know if they were there beforehand, but ever since the BSOD, I've been paranoid about artifacts, so maybe I'm just noticing them now?

So far, I've only seen these scary little bits in Watch Dogs, and I haven't really noticed any in other games. Not even Crysis 3.

So what do you guys think? Am I being too paranoid? Should I raise the GPU power limit? I just can't stand the thought of an impaired GPU, so please. Any help is VERY appreciated! Thanks!

Crank up your fan profile, its probably throttling right when that happens, Mine never gets over 85 and i've got 1150/1350 on mine. with 14.4 I was getting all kinds of issues. One monitor would have to be disabled and re-enabled after switching out of eyefinity, display driver crashing at random times, never black artifacts like that but artifacts none the less.

Well, they're very hard to screenshot because they're so instantaneous and rare, but no. It's like certain parts of shadows disappear as if there was nothing casting a shadow there, like one little pixel of the shadow would disappear, but the rest would remain.

Temps are 90/95 as usual, even when OC'ed. What kinds of issues do you have with 14.7?

What about power? Should I up the power limit?

If you are hitting those temps no. Change the fan profile first, see what you can get the temps down to. If you can get to where I'm at I would feel comfortable bumping it up a little to see if the artifacts stop. but sitting at 90/95, no I wouldnt increase the power. Mine sounds like a jet engine 90% of the time, but It's temporary for me, since my waterblock will be here friday. You should consider getting a aftermarket cooler for it, if nothing else to keep your sanity.

So what water blocks will work with the 290X?

Any custom water-based cooler that I can replace the reference cooler with would be fine.

Ok. I'll check them out.

BTW, if the artifacts persist after upping the fan, should I be worried? I rolled back the driver and they remained, but only in that area and only in that game. Should I just let it go, or should I be concerned about the life of my GPU?

If you're still overclocked, return it to stock clocks. Stock voltages. run benchmarking programs. Run the piss out of every game youve got. If it's just that one game it's showing up in consistently, I wouldnt be worried, if at stock clocks it's happening in other things, I'd RMA.
