New card, old card?
Do you have the PCIe aux power cable plugged in?
What is the make/model of the power supply?
Motherboard and CPU make/model?
Pre-built PC or self-built?
If pre-built, manufacturer?

What is the model number of that CiT PSU? They sell some of the world's worse power supplies. Look on your PSU's nameplate for the +12V rating. If it says 14A and 13A like most their "500W" PSUs do, the PSU is too small.

A single +12V rail rated at 27A? Too small. Along with a poorly made unit. The problem is either the MB, the card, or the PSU. I'm betting on the PSU. Do you have access to another (smaller) gfx card to try? Or a friend's MB you can try your card in... just to see if it works?
