M5A99FX Pro R2.0 - No Post no Boot

So the title says it all,

Hardware:

Motherboard: Asus M5A99FX Pro R2.0
CPU: AMD FX9590 8 Core Vishera 4.7GHZ
HDD: 2.5" Western Digital Sata
DVD Drive: Samsung 24xRW DVDRW
Video Card: 3GB Asus R280X
PSU: Rosewill 750W
RAM: 16GB RipJaws X Series DDR3 1866
CPU Cooler: Corsair H100i Closed Loop liquid cooler w/dual radiator

Yes I have attempted a BIoS Flash to no avail. I'm stuck on how to single out the issue, first time a build has gone not according to plan.
This is a brand new build, all parts came in the mail from Newegg in the last 48 hours.
 
Solution
DOA components can happen, but it's rare. All the components are tested before being packaged. Problems like this are far more often setup issues. It's also possible the motherboard isn't running the latest BIOS version which is required to support the FX-9590 (step #20 in the checklist). The BIOS has to be version 1903 to support your CPU according to the official Asus support page.

Thanks for the reply. Just to update I have verified steps all steps excluding 3, and running a PSU test. What is the likelihood I'm dealing with DOA here? I'm about to remove all components including the dreaded CPU/heatsink and start fresh doing the build once again. After that I'll update as to the success, I hope I can find solutions from the community as I am the type of person to follow up and let future sufferers like myself reap the benefits of my frustration.

After I rebuild if I'm still having issues I do have other functioning PC's I'm going to start swapping part for part (aside from the cursed 9590FX Vishera as I don't have another motherboard that can handle it.) I'm praying it's not a DOA CPU. Any tips or advice aside from the linked post would be greatly appreciated. Thanks.
