Pretty nice pc running very slow

My computer which is pretty nice has been running slow the past few weeks. At first I thought it was a heating issue with my cpu. So I bought a new cooler and and now my cpu never gets past 55C running games and idles at about 38-40C.
Specs:
Intel i5-3350p
8gbs RAM
Nvidia GTX 760
500gb HDD
Windows 8.1
PSU 850 watt

Any help would be appreciated and if you have any further questions feel free to ask them!

EDIT: Would buying a new CPU such as the i7-4771 help?

On games I used to get 40-90 FPS on Battlefield 4 maxed out settings, now I get 25-50 fps on med/high settings. Also opening up things (programs and what not) seems to be a lot slower as well. And on bootup which use to take 1 min tops and I was ready to go now takes 3-5 min for everything to load in let me use it.

Something is going on. Did you look in Task Manager and see whats running?

mmmh that's weird
However it's not your hardware fault, you don't need to think about an i7 due to this performance drop

Just think what you've done on your pc in this few weeks... maybe you installed new programs or something..
Is your hard drive almost full?

Ok well i feel extremely stupid... I was looking through my BIOS yesterday found that my CPU somehow got clocked at 1.6ghz. I raised it up to 3.1 and now it almost seems i get better FPS than i used to :D Thanks all who responded.
