Installed Memory (RAM) 6GB only 2GB usable, need ASAP Help

I'll try make this story as short as possible.

Computer smelled, checked all parts. It's the PSU. PSU broke. Got a new one. After installation RAM starts acting up.
In System: Installed Memory (RAM) 6GB only 2GB usable.
For over 1 year 6GB 3x2GB has worked.
After replacing of parts it don't work no more.

MSCONFIG settings Max Memory is off.
I've checked if all memory works. (Tho the 2 identical mems wont boot up alone together for some odd reason but they boot up with the third one and on their own. All using the same slots in MB)
Only using 2 sticks, still same problem.
I tried replacing the CPU. Didn't work.
I've seen many with the same problem here on the forums, nothing has helped me.
I reseted the MB Bios settings to default. Didn't help.

What should I do? I'm going crazy here. 2GB, I can't barely do anything.

EDIT: Involved parts
MB: MSI 970A-G46
RAM: 2x Elixir T3u1600HQ-2G (AMD with same specs) Elixir is Japanese.
CPU: AMD Phenom II 970 3.5ghz
GPU: AMD Radeon HD 6950 1GB
PS: Cooler Master 500watt
OS: Windows 7 x64 Ultimate

Cmos is bios can you do full reset of bios by removing battery and moving jumper on board? Your motherboard manual will explain how this is done for you. Once this is done check bios settings for ram and make sure its in single channel or tripple as you have three sticks.

I reset the BIOS by moving the jumper, I didn't remove the battery tho.
Nothing changed. But a few days ago out of nowhere, I'm able to use 3,22GB of RAM out of the 6GB
