Personally, when playing lol, wouldn't need more than 40fps in team fights but yes, 60fps is achievable on a 610 at low settings, assuming you have a dual core and atleast 4GB ram

Could you give a spec of the system? lol is very easy to build a pc for, not hardware hungry at all compared to most games discussed in builds here
An i3, 4gb ram, 1gb vram would ace league of legends. The best improvement for most low end gaming would be to get a SSD after the above, then work on those core components

well for that budget, 610 sure is the best you'll get, will even be able to get a basic default overclock by running "optimal test"
