Bad mobo or CPU?

Just replaced the PSU, disconnected everything except for CPU and mobo and fans. It boots up until it reaches POST it checks the components and once I see the LED for CPU come on it shuts down. All the fans work like normal. PC has been shutting off while I sleep, yesterday it shut down while I was active, it used to boot back up after it shut down but not today, it shuts off during POST. CPU temps average are 20C. It would stay booted with a bad CPU right? I don't have a mobo speaker either. I may just have to take out the CPU to see if it is that, or take out the whole mobo to see if it's a short. What you guys think?

Sabertooth 990fx with UEFI BIOS, AMD 8350 FX 4.5Ghz, 8GB DDR3 Corsair Vengeance, 650w Corsair PSU, SSD, 2 HDDs, MSI GTX 770.

I said I didn't have a speaker so no beeps. I also said my fans come on, it's a Corsair H55 radiator with 2 Performance Corsair fans. Did a reset already too. Are you pasting a reply from your other ones? Lol.

I know it's not actually 20C it's just what CoreTemp tells me. I'll try to get the code. I should note again that I did get a red LED for CPU, although I'm not sure if that could mean the socket went bad or the actual CPU did.

Update, I used the jumper to clear CMOS, I am able to get into BIOS it shows my CPU and RAM and all that then it shuts off. I am now thinking it's definitely the motherboard.

Another update:

It seems I am completely back up and running with no problems. I had cleared the CMOS again with the jumper (put it on the other pin while PSU was switched off, press power button few times, then put jumper back and PSU switched on) then it went through POST and asked to setup BIOS so I set it to default and reset and booted into windows in like 2 seconds. At first I thought it was a bad HDD, which leads me to believe it still could be a problem I am running a full scan on it atm. It's gotta be over 8 years old, 150gb WD Black.

I am only left with questions and no answers. Why I had random shut downs and could not POST are still unsolved mysteries. Now to take out this brand new 750w modular PSU and return it to get my $100 back...
