I just bought a Mac Pro 2.1 2007 Desktop on Ebay.
Can I use a PC Monitor and a USB Mouse & keyboard on a Mac Pro 2.1 2007?Can I run Mabvericks on this Machine?

PC Monitor and USB K&M: Yes.
OS X Mavericks: Maybe.

"OS X Mavericks is compatible with all Macs that are capable of running OS X Mountain Lion; as with Mountain Lion, 2 GB of RAM, 8 GB of available storage, and OS X 10.6.8 (Snow Leopard) or later are required.

mid-2007 or newer iMac
aluminum MacBook, 2009 or newer polycarbonate MacBook
2007 or newer MacBook Pro
late-2008 or newer MacBook Air

You can use a pc monitor or any usb mouse. I don't believe you can install Mavericks without some hacking.
