Input out of range for game

Hi everyone i recently re installed Metro 2033 and went to start up the game when my monitor went black and said input was out of range, change resolution to 1920/1080p at 60hz (which is the native for my monitor). There is no setting on my monitor to change it, or in my BIOs from what i can find. I have tried plugging in 3 different monitors all at varying native resolution and they are all out of range. It would seem this game somehow single handily broke my computer. It will allow me to get as far as the loading screen with the Windows logo, will flicker a second, and then go to the out of range message.

When i was in my BIOs I was able to change my monitor back to "factory settings" which did nothing to help.

I tried perhaps going into safe mode and using a system restore but i can't find a way to get into safe mode with windows 8.

System Specs are:

GTX 770 2gd DDR3
i5-3750k 3.4
8gb RAM
MSI Z68A-G43 (G3) MOBO
Dell E2213H Monitor

Checked multiple cables, everything fit in properly.
I took my monitor and plugged it into my brothers computer and it seemed to work fine. His systems native resolution is 1280x1024@60z which it is displayed when i go into my monitor menu. When i plug my monitor back into my system it says the resolution is 1024x768@60z. Its like the game changed my pcs default settings.

Cables are good, same thing when i plugged my brothers monitor into my computer, would not let me get to my desktop. When I was in the bios i went into his monitor settings and it said current resolution 1024x768@60 and optimum 1280x1024@60 whcih is his monitors native.

I'm using a VGA cable with a converter that plugs into my GPU, MY PSU is a corsair 700w, While I am in my BIOs its the only place i can view my monitor settings, or my brothers or my old monitor. For all three monitors it said the current resolution was 1024x768@60. When i leave my BIOs to enter the windows splash screen everything is black with the signal out of reach message.
