The Corsair VS650 is not a tier 1 unit. It is a tier 3 unit.

It's only 80 Plus certified and only at 230v. Well the newest model is. The older version was never submitted for certification at all.
With a 50 amp 12v rail it is sufficient for an R9 290X.

CX = mediocre. If you can afford something better than a CX you're okay.
For your SLI purposes, STAY AWAY from the above power supply series. They are not powerful or stable enough to run SLI on them safely. You need something that's 80+ Gold certified so you know it's a good quality PSU.

For a card with that much power requirements they still would not be a safe bet. Maybe a CX750M could pass by but anything lower wouldn't be safe. As I said, GS, RM, and AX series are the best ones by corsair.
If you're really on a budget, XFX makes good power supplies for fairly cheap and they're all good quality units (manufactured by seasonic, which is basically the best brand of PSUs).

2 years ago Corsair was a brand you could recommend by name. Not anymore. Only their higher end models are still quality across the board.
The budget lines and even the RM should be avoided because you can usually do better for the price. All Corsair units made by Seasonic and Flextronics ( AX and AXi ) are world class. The CWT made units ( most of their lineup is made by CWT ) are usually middling quality to very good. Some like the CWT made CX series should be avoided in higher end builds due to cheap, substandard capacitors that die when stressed.
The newer Chicony Power Technology ( RM ) and Great Wall ( CS ) made units I would avoid.
Chicony made RM 750 fails in HardOCP testing. First Corsair to ever completely fail testing.

80 Plus, Bronze, Silver, Gold, Platinum and Titanium are only measures of efficiency NOT quality.
You want a unit listed here in tier 2 and up.

Thermalcrap should not be mentioned in that sentence. Only the high end SuperFlower made EVGA models are world class. The cheap models like the 500B are very comparable to the middling quality Corsair CX. They should not be used in high draw builds.

VS is not garbage. They are sold in parts of the world running 220VAC. They are very comparable to the CX.

When I said that 80 plus measured quality, I was referring to the fact that most of the high quality PSUs are rated gold or above, as opposed to the cheap ones which don't have a rating at all.

Where are you buying from? Are you in the US? And lets be honest $90 is not much of a budget to power a $650 graphics card. The power supply is the single most important part of your system. If it's not stable neither is anything else.
