So I'm planning on doing something a little crazy. I want to put an R9 295x2 into an a Cooler Master Elite 130 mITX case. I got the idea from Hardware Canucks who showed this off during their review of the card (see image below).

This GPU will use the front 120mm fan for its integrated cooling system's radiator, meaning that the cpu will either need to be air cooled (with only 3 in clearance above mobo) or have its own separate cooling line.

From what I understand, the Elite 130 also has an optional slot for a side 120mm fan around where the hard drives might be installed. The nearby wall of the case is slotted and should allow for decent air flow. Would it be possible/practical to install a second fan/radiator here for a second dedicated cpu cooling loop?

That case is even smaller than my Corsair 250D. My case looks giant by comparison. I think if there is an additional 120mm slot, you could mount a closed loop cooler, but you really would need to make some calculated measurements on clearances for what size radiator LxWxH can actually be used in that space, so get your tape measure ready. Otherwise, you might need to simply install an exhaust fan to vent the CPU heat from this fan location. I've built a couple handfuls of mATX and mITX boxes and for these small cases, exhaust fans are usually a bit better than having intake fans...you just want to get the heat out.
