Graphics Card: ATI Radeon 6450 1gb DDR3 with HDMI Hyper Memory Upto 2gb
PSU Size: 500 Watt Branded Power Supply
Features: 1x Gigabit Network Card,1x VGA Ports,1x DVI Port,2x PS/2 Ports,Sound Card,4x USB 2.0 ports

I have changed the motherboard, checked all hardware but still keeps restarting

Boot into Safe Mode (F8) - http://windows.microsoft.com/en-au/windows/advanced-startup-options-including-safe-mode#1TC=windows-7

and select disable automatic restart on failure. That'll stop the restarts. But then you have to fix the problem that's causing it.

Download HWInfo and run Sensors. Post the results - usually 3 screenshots in TinyPic or similar. That'll tell us how well your hardware is running.

I fixed my problem by wiping out the hard drive and doing a re install. Turns out my gut instinct was right...a virus that I fell for by the old video stops playing and then it tells you to update flash player (which isn't the real flash player you're installing).

That was the only second time in my life I got a virus, just shows no matter how careful you are, one day you can slip up.

I can't get on the internet to download anything it just keeps restarting, I have checked for viruses and there was none I have also deleted my hard drive and re-installed windows 8 but still no luck

Try a Computer Repair then a Restore to Last Known Good Configuration.

If they don't work, then do a Windows re-install.

Already done those, the computer just keeps restarting, I took it to a local computer repair shop they said it was the motherboard, I bought a new motherboard and installed it but still restarts. The only thing it can be is the processor that i can think of but they cost a lot so here I am seeking a Technical mind who has sussed this problem out

Running out of possibilities. If it posts OK, the only difference is the hard drive and Windows. If Windows is 100% OK, then it has to be the drive that's the problem.
