I want to buy a new Video card. I would only use it to watch videos in 720p, and play League of Legends with stable 40-50-60 fps on lower setting. Could you tell me what specs I should be looking for on a video card?

That'd be good for what you do. You should however consider using R7 250 as it'd be a good choice for a bit better FPS at higher settings. Both will do what you wish though.

I'm not sure you even need a graphic card. Any modern CPU/APU would handle your needs.
If you insist to get a GPU look for cards under 100$ and you'll get much more than what you ask for. Like a 650, 640 or R7 240 etc. Look for 1 GB of Vram also
