How to wipe drive, including password

In the DR Congo. Someone contributed an old Dell 110L and sent it here. They included the hard drive password but not the BIOS lock password. Since I can't unlock the drive in the BIOS I'm rather stuck here.

Getting the BIOS password is proving futile so here's the query. I want to install Linux as this computer had XP on it and viruses are a huge problem here. To install Linux on this particular machine (I'm very well versed in installing Linux, done it probably on 500 machines) I need to use another computer to install onto the hard drive but even though I know the password for the drive it won't load read and write as an external. It's a Hitachi drive and I've tried a variety of wipes but none get the password requirement turned off. Any idea of a wipe that can do this?

Yeah, it's one of those...

Problem with DoD is that it takes many hours to run and I'm lucky if I can string together 8 hours of electricity, joys of the third world. I'll try dp wiper next but more than one pass is problematic.
