Is this the CPU or what? Computer very slow on start-up and freezes completely sometimes

I just need some help, nearly everytime I start up my computer for the first time it will load until you see my desktop, then it'll freeze until I restart the PC with the restart button.

The second time it loads up, it actually loads up but it's quite slow on the start-up, I don't have that many start-up programs either.

My CPU is AMD FX-8200 3.5GHz Eight Core and I've had a bit of problems with the cooling, it's factory unlocked however I reset it back to 3.5GHz max using AMD Overdrive. If I don't do this it will start throttling. My cooler is the Artic Freezer 7 Pro Rev. 2.

My motherboard is M5A78L-M/USB, could this be causing the problem because it's a low-grade motherboard ?

Oh, the CPU throttles when it hits about ~62 degree celcius, read via HWiNFO.

I need some advice on what could help/what is causing the problem. I want my PC to run smoothly, I don't need to overclock or anything as I'm not into that stuff.

The OP isn't OC'ing.

I agree with Eduello, you probably have more than one issue, and temperature is definitely one of them.

The hard drive temperature has never moved from 45 degree so I don't know if that's actually the correct figure.

My case is "X11 Advanced X-Station". It has two side panel fans blowing inwards, an exhaust fan at the back and a fan at the front of the case blowing in too.

These are the fan models on the side; BDH12025S BRUSHLESS DC FAN

Hm I doubt it's airflow that's the issue then, unless your case is completely clogged up with cables.

I'm honestly not sure what the problem is then. I'm leaning towards an HDD problem but that's a somewhat educated guess at best.
Would it be possible to hook up a different HDD and boot from that?
