movie program on top of windows?

ok so while im gaming or looking on facebook etc it would be nice to watch a movie in small window in the corner of my screen.

is there a program that can force another program to go on top of a program.
E.G when I watch something of vlc media player. when I open up internet explorer or a game then I cant see the movie. is there a way I could put the vlc media player (or another media player) on top of the game/window so I can watch it?

yes but then the game jjust goes straight back over the movie....I could severely shorten the resolution of the game but then that would ruin the picture and not look as nice as the movie just going straight over the top of the game

it works on some of my games... it works on games that are either windowed or borderless fullscreen... and when vlc media player is open and not in full screen mode then it still has the exit and minimise buttons and the toolbar which is kind of annoying....

a good example which im not sure if any of you know what it is. but mplayerx on mac. it is always on top.. no toolbar unless your mouse goes over it... really nice looking.... plays almost any video format etc
