If you ip address is 127.0.0.1 then you can enter that in your browser.
To check your ip in command prompt type ipconfig and hit enter. your Default Gateway should be your ip address.

Have you tried entering the ip inn a different browser? Sometimes that will make a difference. If that doesn't help, hopefully someone will be along with a better solution for you.
