Depending on the resolution, you should be getting better than 25 FPS on CS:GO; it's a very undemanding game. The A10-5745M has a Radeon HD 8610G for graphics, which should be comparable in performance to the Radeon HD 7660G.

The Radeon HD 7660G, according to Notebookcheck, should be able to get 39 FPS at 1080p with essentially ultra settings when playing CS:GO.

Make sure the power options on your laptop are set to "max performance", or similar, then with the laptop plugged in, try lowering some of the details and/or resolution, and see what that does to your framerates. If you don't see any improvement, double check you have the most up to date drivers for the graphics portion of your APU, and double check there aren't...

If it does not have a dedicated graphics card or GPU then the graphics are being processed through the CPU itself. Meaning you will not get anywhere near the performance graphically for games or rendering programs. That chip is really only meant for gaming at low graphics settings and it won't be that great even then. If you have a GPU in the laptop as well then its more than likely just settings and you need to adjust them accordingly.

Edit: Sorry I did look it up and to be crystal clear, the A10 is an APU (Accelerated Processor Unit) and not a CPU. Meaning its meant to pull some graphics, but it loses efficiency due to that.

Ya, for the most part it will. If you can, try lowing graphics settings. If not, I'm sorry I can't really help ya.
