I want a gaming pc that can play games with good graphics, on 1080p. I want to be able to play FPS, and MMORPG's, I also want the PC to be upgradeable, and to be able to play new games soon to come out...

I want the stay in the range of 675-750 Dollars range ( you can go to 800)

The build must include the OS. I have the monitor, keyboard and mouse.
 
Solution
Down a notch on the motherboard, no aftermarket heatsink. You can upgrade the heatsink at a later time so that you can overclock.

Hmm, upgradeable in what way? The core architecture of the computer will limit you to that era of components, but all the expansion slots will be forward compatible for a good while at least.

Can easily get a decent mid-range computer with that budget.

Components that can be upgrade in the future with newer features, so something can last about 4 years with out being outdated

It is likely this will be the last or next to last chip for the above socket. Same would be true with Intel.

DDR4 is about to come out for workstation class systems, mainstream consumer support will be mid-next year, so both Intel and AMD will switch to that.

Can always change out video cards, overclock the CPU, add ram, and drives though.

For the price you aren't going to be able to beat AMD. You might be able to find a GTX760 for a little less then $200, but not by much. You could go another step down and get a 270X, but that would be a significant performance decrease.
