Mysterious Latency spikes

Network:
-SB5101 modem
-DIR-815 router
-2 PCs hardwired directly into the router along with 1 printer
-Several wireless devices

The Problem:
All devices (wired and wireless) experience a latency spike of approximately 1000 ms every ~30 minutes for ~1-5 minutes
This is experienced while gaming/browsing/streaming

What I've done:
-Wired directly into modem and I don't experience these ping spikes
-Contacted ISP and modem seems to be running fine
-Went to D-link tech support, Enabled QOS engine, unplug/plug back in, updated firmware, opened the channels from auto to 1-11, factory reset the router.
-Replaced the router with a Linksys AC1200
-Replaced the wire between router and modem.

Continue to experience the same issues. What else could be causing the problem? Could one of the devices be creating this issue.
 
Solution
It appears livecomm.exe is used to sync your messages/calendar/contacts to MS Skydrive. Others have noted the high bandwidth usage associated with this service.

This operation is likely keeping your data constantly sync'd to Skydrive.

I haven't come across ways to limit the frequency of syncing operations, but that would probably be key in eliminating your latency issues. You may want to check the settings for "Mail, Calendar and People" app to see if there are options you can adjust.

Since you don't experience the issue when wired directly to the modem (and you can only have a single device attached directly to modem), then I would strongly suggest taking a good look at all your client devices. It's a good possibility that one of them is using up bandwidth on a regular basis. It could be an automatic sync operation or possibly a virus. It should be relatively easy to isolate by either turning off each device individually or using an app to observe bandwidth usage.

I use AVG + malware, is there any additional free software I should use to scan for viruses. I found a trojan about a week ago, could it still be causing issues?

AVG is a fairly solid antivirus solution. You may just want to ensure it is doing a full system scan each time you run it. Be sure the virus definitions are up-to-date, and run it again soon. You may want to consider posting any results if the search turns up something suspicious.

Since this problem happens every 30 minutes, I'd recommend leaving only a single PC connected to the modem for a short period in order to exclude all other devices. Leave Task Manager running and monitor for latency spikes. You should be able to rule out an ISP problem in this manner.

Ive been monitoring bandwith on my PC's and I've noticed one will pull massive amounts of bandwith for periods which coincide with the lag spikes. When i have task manager open I notice it in the performance section under the "ethernet" (it's the newest version of windows with which I myself am not familiar), but when i look at the processes the PC is running none of them will be specifically high in terms of their network usage. I'll try running more anti-virs programs to see if anything turns up. I'm also going to see if windows 8 has been causing similar problems with other people.

Here's the image of the task manager during a ping spike, lasts a few minutes, don't see any corresponding process taking up this network amount.

I notice that the "Mail, Calender and People" App has consumed 7,415.8 MB since 2014-08-05.... seems a little high no?

Yeah, over 7GB...that seems a bit high. I'm not familiar with the "Mail, Calendar and People" App, but I'd recommend finding out how that data is being used (regular backups?).

I know in Windows 7, Task Manager also allows you to open up a Resource Monitor that allows you to see a list of IP address that are using bandwidth at a particular moment. Not sure if W8 has this same section, but you may want to see if there's a way to more closely monitor the details of data usage.

Alright, So I went to the network tab and caught it spiking and here's the image.



It seems that livecomm.exe is causing the problem?

Login/Vprot are constant in terms of their input/output

Thank you for your time!

I've removed Skydrive from the computer and changed the settings on Mail/Calendar/People to not auto-sync. I"ll see how it goes but I have a feeling this should resolve my problem.
