Is your picture quality all based on your GPU?

Is your picture quality depended on your TV and GPU? I'm going to be connecting my PC to a samsung 60" 4K TV And I haven't decided on a GPU yet but I like the Radon R9 295x2 THANK YOU AGAIN FOR ANY HELP!

(Does motherboard effect anything also) sorry so many questions

The picture quality (not graphics quality) is only determined by your monitor/TV. The GPU sends signals to the monitor, but the monitor actually interprets and displays the image. Whether you're using Intel HD processor graphics, or a R9 295x2, the picture quality on the same monitor will be the same.

When gaming, a higher end GPU will result in better graphics quality, but that's because you can crank up the graphical settings in games.
