supermicro w/x5550 2cpu only works one at a time

I have an issue regarding with my build
Supermicro x8tdl-6
Cpu xeon x5550
Both cpu slot on the mobo was tested
And both cpu too. All were working fine.
But when im trying to install it together only cpu1 is showing.
Can anyone knows how to fix this?
My os is windows 7 pro. I heard that some os is not suitable on 2cpus. But windows 7 is fine.
 
In Windows, click Start > Run
Type msconfig and press <Enter>.

Click the "Boot" tab
Click "Advanced Options"

At top-left of box, tick the little box for "Number of processors".
Then select "2" in the drop-down menu below that.

Now click 'OK' to save the changes.

You will then have to restart Windows since you've changed a boot setting..

I tried this option but doesnt work. This is only for processor use. What i mean is the 2nd cpu slot not working when im trying to combine cpu1 and cpu2 slots.

I should have 16 processors with 2 cpus working.
But the issue is the 2nd cpu slot doesnt work when im trying to boot both cpu..

I already tried booting both cpus slot and cpus also they are both fine. But when im trying to combine 2 slots socket cpu. Mobo only reads cpu slot 1. 2nd is not.

Q: does some mobo support 8pin cpu connector per cpu? Coz i only connects 1 8pin still boots.
I have 2x8pin cpu connector in my mobo. And i only connect one
