Though my docis 3.0 modem, I get 44-70 mbps. It slows to about 4-5 mbps,upload ok (10-11 mbps) when I put my EA6900 router back in. It has been working fine for months. I installed an Re2000 extender, but since taken it out, no difference. Win 7 pro 64bit, Comcast blast, Arris TM822. This has been driving me for a month or two.

I'd check the IP address on every device. Make sure nothing is the broadcast IP (192.168.1.255 in most cases), and make sure nothing has the same IP. If DHCP is working properly on one of the devices, nothing should have that IP address though. Most routers have a static IP of 192.168.1.1. Usually though, if this is the case, you'll have bigger issues...
