As for myself I never trust any kind of automated back-up system or software. I always have my files on a send HDD (either internal or external). I -clean- reinstall windows and copy my files back if I ever need it.

The only problem is I have to reinstall my softwares. but it's all worth it

ok , but one thing , i have downloaded a file , to re install , but it format is esd , how to make a bootable usb from it ?
isn't suppose to be iso ?

Go to the official Microsoft Windows iso downloader here http://windows.microsoft.com/en-gb/windows-8/upgrade-product-key-only. You will need to have your product key handy.

Otherwise, you can also direct download from here: http://getintopc.com/softwares/operating-systems/windows-8-1-download/

Then use http://www.isotousb.com/ to make a bootable USB or use http://www.freeisoburner.com/ if you want a DVD instead.

If you have encountered a problem in windows 8.1 than keep the cd in cddrive, reboot it, there is a option for repair. Do that it will half an hour or so. If repair doesn't do anything than downgrade it to windows 8. If you put Windows 8.1 again there will be two same versions which will create error and your C drive will be deleted. Repair it or downgrade it..

What do you mean by single core -language ?? Also, if your key is for Win 8 (NOT 8.1), you need to choose install windows 8 and then upgrade once you are inside Windows.

Repair won't help if he has the wrong version of Windows installed. Repair is only if the Windows files are damaged or there are errors with the files.

So....after all that back and forth - you want to reinstall your Windows 8.1 OS.
1. Where did the existing OS come from? Preinstalled or something you bought and installed?
2. Why?

i bought a laptop from russia , it was already installed , i just want to change the language to english , but the windows version is single language , so i can't change the display language

Looks like your key is only valid for the russian one then. You will need to buy a new english key if you want to install english. Any other language is the same --- you need the specific key for that language.
