When I use my computer I notice that every one minute my taskbar restarts,all the icons on it disappear for 2-3 seconds and than it comes back again.It is always the same whatever program or task it is running.It cant see any frame lag or performance drop when it does it,but it does pause the game if Im playing something and stops me from writing sometimes...How can I fix this?

Are you using Windows 8/8.1? If so, there should be a simple option called "Refresh My PC". Here's the tutorial on how to refresh your operating system, Click Here.

I am running Windows 8.1 Enterprise,I did 2 full computer scans yesterday and I did discover some problems but when I fixed it,the problem was still there.Now I tried your solution,I inserted the disk and did everything what the video said but when it started refreshing it said:There is a problem refreshing your pc,no changes were made.I tried it again and it did the same thing!And when I booted normal Windows again,not only did my taskbar started doing the same thing like before,my whole desktop with the taskbar started disappearing for 2 seconds every minute.Any solutions?

Maybe you have to reinstall your Operating System, then. I strongly believe that some of your OS files might be corrupted.
