What is the best fm2+ CPU out there? I'm using a athlon ii x4 750 at the moment and I want to improve that to help get the best out of r9 290 gfx card. Thanks.

You are better off overclocking what you have vs buying something new for your current platform. Nothing out is an upgrade. Even then, your CPU is still too weak to properly feed an R9 290. You will need a Haswell i5, i7, or Xeon E3 1230, or better, to properly handle that GPU.

Does that mean I'll need a new motherboard then? And will a better CPU give me more fps Do You Think? I feel my cpu is bottle necking my card from doing a few benchmark tests

Yes you do. Your CPU is definitely bottlenecking a 290.
